Substantive Changes to Public Water System Operator Requirements Proposed


North Carolina Department of Environmental Quality (NCDEQ), Division of Water Resources (DWR) has notified the public  of a proposed rule revision that is scheduled to become effective on November 1, 2018. According to NCDEQ's website notice, rule 15A NCAC 18D .0206 is being reviewed for revision and readoption pursuant to G.S. 150B-21.3A. The proposed revision achieves risk reduction by requiring public water systems with five or more backflow prevention assemblies to retain a licensed cross-connection control operator. The revised requirement is independent of the exact physical location of where the devices are connected to a utility's distribution system, which is consistent with the original intent of the rule.
